25MB is the email-shaped cap

Gmail’s help center says personal accounts can attach 25MB. Outlook.com’s sending limits page says the same, counting the message text. Countless forms copied that number.

If you are definitely sending email, the email page has the Gmail and Outlook notes. The encoder is the same.

Is 25MB a hard limit here?
Yes. The encoder treats 25MB as a ceiling, not a suggestion.
Is this the same as the email page?
Same encoder and the same 25MB cap. The email page adds the Gmail and Outlook.com citations. Use whichever matches your search.
Will mail servers accept a file that is exactly 25MB?
Outlook.com counts the message text toward 25MB, and MIME encoding adds overhead. The result is at or under 25MB, which is the right side of that line for a normal letter.
