Telegram’s own FAQ says you can send files up to 2GB each, or 4GB with Telegram Premium. That ceiling is large enough that the problem on a phone is time, not the cap. The cap is huge. Mobile data is not.
A 2GB camera original is allowed and still miserable on a weak connection. 50MB is large enough for a few minutes of 1080p and small enough to send before the screen locks.
Telegram may transcode a video sent with the in-chat video button. Sending the MP4 as a file keeps the picture you just encoded.
Need a tiny preview? Drop the target to 10MB or 20MB. Need an archive? You still have the 2GB FAQ ceiling, or 4GB on Premium.

What fits in 50 MB
