10MB is the default internet cap

Free Discord, many course portals and a lot of “attach a video” forms still stop at 10MB. Hitting the number exactly is faster than iterating in a desktop editor.

This is a hard cap, not a target bitrate. The encoder keeps trying until the file is at or under 10MB.
